You need Paint Shop Pro and Animation Shop Pro, well you can use them. I dont know any other ones that are around.

i use paint shop pro 7, and animation shop 3. the tool i use the most is good ol' paint (the one that comes with your computer), but's basic, easy, and gets the job done. Paint Shop Pro can sometimes get annoying.
