I got this rep, but its blue and I wondered what it meant?

It suppose to be grey xD it means it has has no affect on your rep points.
Grey = No affect or neutral
Green = Positive
Red = Negative
why does it have no effect?
Users must have rep power to be able to rep people. I'm not sure how they are given the power. It may have something to do with their current rep points. I have rep power admins can remove rep or add rep as they please

Jin, ur ma m8 and I hate to contradict you, but I believe your wrong soz m8 :(
-Grey reps are when admins have removed or disabled the rep because they think the rep isnt appropriate/doesnt have a good reason for repping
-Blue is rep from newbies and it doesnt affect your rep points
-Green is good rep from Junior members or above
-Red is bad rep from Junior members or above
Depending on your status you have more rep power, for example, admins have a rep power of 10 and regular members have rep power of 1 staff can have rep powers anywhere from 2-10 I think
It works on some complicated system for like every job u get its +1 rep point and where you stand in terms of highest posting has something to do with it but Im not sure about the full extent of it :p

i have 2 grey reps, but i havent contacted an admi nto take it off ect..

No, Jin is right about the grey rep. It means they dont have the power to affect your level
