For those of you looking for a MSPaint / Photoshop / FREE alternative, Pixen is a wonderful program. It's aimed at pixel artists, and lets you have layers, swatches, animation frames, custom backgrounds for previews and will even tile your image if you're making a background.

I use it on my Macbook and it's brilliant.
