In order to use your Wi-Fi connection and play with users around the world, you have to have a wireless router or the Wi-Fi USB accesory for the Nintendo DS.
The Picto Chat feature is for chatting with users at a distance of 25-70 foot radius. ;P
As SEXYDEATH said; you have to have a wireless router available, and would need to connect the 2 components together.

I'm not sure I understand, but if you mean that if you can connect to the Internet via Wi-Fi then yes, it is possible.
Buy a wireless antenna for your PC and set it up with your Wireless router.

Yep! The DS will pick up the wireless signal and your Wi-Fi connection will be usable. x]

Absolutely.
It doesn't matter what the wireless router is connected to, really. Just as long as it's wireless and it's a router of some sort, it's useable with the Nintendo DS.
