Should the debates department be scrapped, and members debates instead moved to discuss anything?

Are manned missions to other planets in the solar system viable given our current technological level and funding allocated to space exploration? And what incentives could be made to make you (forum users) agree to such a mission if the possibilites of returning to Earth are slim?
