Question: When did the citizenship scheme begin

hey everyone,

just a quick question if any of you clever people know when the citizenship scheme began? by this i mean when a new member logs in they have to follow their talent track, earning different badges along the way and then they eventually earn the trading pass.

any help would be appreciated, thank you!

I know the helper talent track came not too long before the Great Mute, so it can't have much after that.
