This is what I get at the mornings

evenings:

Why do I get these crappy speeds?

Because early in the morning less people are using bandwidth than late at night. In the morning I can download 1GB in under an hour whereas at night they take about 8 hours

Because more people come on in the evening.

Same happens to me, only about 1pm though, only for like an hour or two (i still get 1MB/s as opposed to 2). It's just loads of people clogging the routers on their end.

It might increase it but it would still be lower and certain times of the day

Well, I was going to buy an addon, as I am currently paying £17.99 for 8MB broadband witch I am not getting, if I move up on tiscalis services, with less "players" on there server, would it be better?

I was oging to upgrade to buisness broadband.

Tiscali is rubbish all together.
Switch to a new provider.

It's the ISP's fault for not being able to handle it all properly, not the "people clogging the routers on their end"

Yes, a business package will usually give you half the contention ratio, o in theory almost doubling your speed. Your best bet would be a new ISP altogether though.
