Prior to now, members had to reach 100 posts before they were allowed to issue any reputation. All reputation issued before this would be neutral. We felt it was only fair that new members be able to issue reputation, too and therefore this setting has been set to 0. Members will now begin with 1 reputation power so when they issue +/- reputation, you won't get that nasty grey block!
