Sending me a letter saying my application has been accepting but now having to wait another week to get another letter that I take to College.

Why not just send with the acceptance letter? =S

it's silly sometimes, because in that time you may have had to purchase a numerous amount of school supplies in which you could not currently afford yourself.

At least when you do get the letter you should get back paid for all of the weeks you missed.
