Part of the enemy's tactics is to send out messages using codes. The Capitol have worked out that we have cracked their previous code and have come up with a new one. Everyone is pretty stumped and don't know how to break it. We were hoping you would be able to crack the code and find out what the secret message says. If you do, PM the answer to the code to President Coin. Here is the message:
