Yeah I agree, it's not a happening thing...
Firstly, if the managers are doing their job...there should be enough staff for the department to function when someone is on leave anyway. There should be enough staff so that if a few people are away, events/competitions can still carry on (or w/e the department is). If they can't, the manager isn't doing their job.
If a higher ranked person were to leave...say, management, then the Heads - Head DJ or w/e can step in until the manager is back. So really - there is no point. There will be lack of dedication, it will prevent new talent coming in because applications won't open, and it will simply annoy everyone.

Also by the time that temporary member of staff has been brought up to scratch and has settled into their role the likely chances is that the away member of staff would have returned by then. Don't forget that most circumstances for being away are usually weekend breaks or holidays.
It also increases the workload for support staff such as managers and agms. In a whole if a department can't handle the loss of 1 or 2 members of staff then that is a clear indication that their department needs an increase in staff.
