Depends what sort of image you want to make! For Habbo style pixelly things the old classic MSPaint is still great as it's easy to do things dot by dot, but if you want something a little fancier with weird lighting and buffing effects then the industry standard is of course Photoshop... which can cost an arm and a leg. I personally use GIMP instead which is entirely free and has very nearrrrly all the features of Photoshop just with a different interface - if you're not already used to using PS then this won't be a problem at all

Ah! Some people speak highly of Aseprite. It's a paid program, but it is said that its unique interface makes one instantaneously comfy to do great things with it, like a leather chair you gotta look
