Stopping time a dead cert, but allowing other people to have time stopped around them with you. You guys who say you'd stop time to find the answers of a test have no imagination. If you could stop time you could do ANYTHING you want, for good or evil .
You could go anywhere, do anything. You'd be the perfect weapon against evil (or good ), the perfect hero or villain.

You don't really need a second power, but I would choose teleportation.
