It won't look like what hes posted but the "tablet UI" (Well the new UI) will be on any version of Windows 8. Regardless if you have a touch screen or not, but like I've said in the past you don't have to use it and you can go back using the normal Windows UI with the taskbar etc. Not sure how it's going to work fully as it hasn't been explained yet. I'm assuming BUILD this year will gives more details about Windows 8.
