Yeah, you need to have done the mugger courtcase before you can start receiving them. Requires King's Randsome quest. Just go to the seers courthouse and talk to the guy there and he'll let you start it.

regretting it now... my attack isn't really high enough to have good hits with it. Maxed a 400 at cw. I knew I should've bought ccb =(

I doubt it with a maul. It's powerful but very inaccurate so you need a high attack level for it to be consistent. nevermind I'll have them all eventually and maul is supposed to be good for tds/wfs
