    Well the best Web Design Program has to be Adobe Photoshop (Versions 8 - cs2)

    Graphics design program would be exactly the same and best free web host would be www.addyour.net

    Oh. I didn't read the first bullet point properly.
    For the first one you could use a WYSIWYG editor (What you see is what you get) but I prefer to use notepad. I find that dreamweaver comes in handy for those PHP errors where you get error on line whatever. Dreamweaver counts the lines for you but both have plus points and minus points.

    For Web Coding you can use WYSIWYG editors or stand-alone text editors such as Notepad, Notepad++ but also a highly recommended from many employers is Macromedia (now Adobe) Dreamweaver. It has syntax highlighting and many other features.

    For the Design aspect I would recommend either Macromedia Fireworks, Adobe Photoshop, The GIMP or any of the Corel programs.

    It comes down to personal preference in the end, and I can't really elaborate on what you need until you tell us.
