First you turn it on, and when you log into your Habbo account you should receive an email with a link to verify that it is actually you on your account. What this new "Safety Lock" does is disable trading, disable deleting your rooms and does not let you put any of your furniture in trade.
So then I thought, this has to be 100% safe and hack proof. I turned it on and straight away when I went to Habbo's main page it said I logged in from a different IP address. I re-clicked the link to send me another email, but I did not receive an email from Habbo Hotel. I then realised that I needed to go to Habbo customer service. I had gotten a reply within 2 days saying it would be "fixed soon". I thought soon would be around 3 days maximum, but it's been two weeks.
I DO NOT recommend the Habbo Safety Lock as it doesn't prevent hackers from your account, it prevents you from your account. Approximately over 1,000 Habbo users have tried this and have had the same experience as I have. In my opinion, since the Habbo Hotel mute, Habbo has gone downhill. I recommend Habbo to fix all of their problems or they are going to have a big loss in Habbo users joining.
