Yeah, its a screencap of Light. It's captured at the very moment he shouts "MATSUDAAAAAA!!!!!!!!!" in the final episode, and as we can see the persons name who is circled is also Matsuda. Theres an on-going gag about how it looks like Light is swimming after Matsuda shoots him. Someone made a gif of Light giving Matsuda a swimming lesson, which makes the image funnier because its of a swimming event. You have to see the gif to understand it.
