The top layer of the builders blocks looks slightly disconnected from the others. So I'm guessing the room layout idea is correct

Looks like they've used :floor to make the wall there, placed the windows then changed it back - the windows are left afloat.

Yeah, there's a few of them creeping up now. It's because of the Builders Club :floor tool.
