In terms of his chances, I think it much applies to how good he was when he was in office. In terms of policy, he was a good president in many areas and did surprisingly well in foreign policy. On the other hand, his lack of discipline and chaos will undermine his campaign just as it undermined his presidency.

If I were a betting man though, I would say he will secure the Republican nomination.
